Certification and Attendance Requirements
+ The material presented during this training
conference and the materials provided for
instruction are intended for law enforcement
use only. Gangs intend to shock the
public with their antisocial actions. Therefore,
to illustrate gang activities, presenters may be
required to explain gang slogans, abbreviations,
or behavior using slang or offensive language.
Gang members have demonstrated that they
are involved in criminal activities which may
require that instructors utilize graphic
photographic representations, slides or videos
during training.
+ Only sworn law enforcement officers, law
enforcement agency personnel with specific
analytical investigative functions or prosecutors
with valid identification will be registered for
the conference.
+ Gang related attire will not be worn during
the conference.

+ The International Outlaw Motorcycle Gang
Investigator’s Association is a professional
training organization made up of federal, state,
local law enforcement, and prosecution personnel.
Originally formed in 1974 as the IOMGIC
(International Outlaw Motorcycle Gang
Investigator’s Conference) in San Diego, California,
it served as an educational organization, with its
goals to improve the investigative skills and
information exchange among its charter members.
The purpose of the organization is to provide a
conduit for information exchange, updated training,
and international network building among its
estimated 1,000 members.
St. Louis Training Conference 2011
+ The International Outlaw Motorcycle Gang
Investigator’s Association will hold their 37th
Annual Training Conference in St. Louis, Missouri,
on September 11-16, 2011, at the Millennium Hotel,
downtown St. Louis. The training will be sponsored
by the Missouri State Highway Patrol; the Bureau of
Alcohol, Tobacco, Firearms, and Explosives; the
Kansas City, Missouri Police Department; and the
Missouri and Southern Illinois Regions of the
Midwest Cycle Intelligence Organization. The 2011
training is being presented thanks to the
collaborated efforts of local, state, and federal
agencies working in the Missouri, Illinois, and
Kansas tri-state area.. The Annual IOMGIA
Training Conference is designed to provide new
and updated training, investigative trends ,and
information sharing for those working in the field of
outlaw motorcycle gang criminal investigations. This
training will prove to be beneficial for investigators,
analysts, line-level supervisors, managers, and
prosecutors with any level of experience in outlaw
motorcycle gang investigations, intelligence and
prosecution.

There will be a Biker 101class offered on Sunday ,
September 11 at 3:00 and a Biker 202 class
Sunday, September 11 at 5:00.
Training Information
+ The 2011 IOMGIA Training Conference will provide
flexible training opportunities to accommodate individual
needs, with plenary sessions and breakout sessions for
topical training. The training will also provide regional
intelligence updates in breakout sessions. Professional
instructors will provide the most up-to-date information
available in a wide spectrum of outlaw motorcycle gang
topics.

+ The Millennium Hotel is located in Downtown St. Louis
at 200 South 4th Street, on the banks of the Mississippi
River. It is adjacent to the city’s landmark attraction, the
Gateway Arch. The hotel’s central, downtown location is
in the heart of the city’s best dining and entertainment.
The Landing (for food & nightly entertainment is within
walking distance). The hotel is across the street from the
World Series winning St. Louis Cardinals, and a short
distance from the St. Louis Rams football stadium. It is
15 minutes from the St. Louis Lambert Airport. St. Louis
offers other dining, shopping, and amusement activities
such as the St. Louis Zoo, museums, theater, and live
music venues.

Membership
+ Membership to IOMGIA is open to persons over the age
of 21 years and of good character and community
standing, who are currently employed in one of the
following capacities:
+ Sworn Law Enforcement Officer
+ Investigative Analyst or Investigative Support
Person employed by a Law Enforcement Agency
+ Parole, Probation or Corrections Officer
+ Prosecuting Attorney
Training Registration
+ Registration fee is $325 and includes
membership dues. Guest fee for spouses or
other guests is $100.

to persons deemed to be involved in conduct off-
duty that is unbecoming or contrary to the stated
goals of the association. This includes membership
in motorcycle clubs that mimic the structure and/or
nature of outlaw motorcycle gangs to include:
+ Wearing three-piece patches
+ Requiring a probationary period for
membership
+ Mandatory rides
+ All attendees must show official identification
at registration to verify employment by a law
enforcement agency.
+ Conference identification is to be worn
at all events.
+ Wearing of motorcycle gang support
gear is prohibited.
