+ The material presented during this
conference and the materials provided for
instruction are intended for law enforcement
use only. Gangs intend to shock the public
with their antisocial actions. Therefore, to
illustrate gang activities, presenters may be
required to explain gang slogans,
abbreviations, or behavior using slang or
offensive language. Gang members have
demonstrated that they are involved in
criminal activities which may require that
instructors utilize graphic photographic
representations, slides or videos
during training.
+ Only sworn law enforcement officers, law
enforcement agency personnel with specific
analytical investigative functions or
prosecutors with valid identification will be
registered for the conference.
+ Gang related attire will not be worn during
the conference.

IOMGIA
+ The International Outlaw Motorcycle
Gang Investigator’s Association is a
professional training organization made
up of federal, state, local law enforcement,
and prosecution personnel. Originally
formed in 1974 as the IOMGIC
(International Outlaw Motorcycle Gang
Investigator’s Conference) in San Diego,
California, it served as an educational
organization, with its goals to improve the
investigative skills and information
exchange among its charter members. The
purpose of the organization is to provide a
conduit for information exchange,
updated training, and international
network building among its estimated
1,000 members.
Scottsdale Conference 2012
+ The International Outlaw Motorcycle
Gang Investigator’s Association will
hold their 38th Annual Training
Conference in Scottsdale, AZ September
9-14, 2012 at the Chaparral Suites, in
downtown Scottsdale. The conference will
be sponsored by the Scottsdale Police
Department, Maricopa County Attorney’s
Office, AZ Department of Public Safety and
the East Valley Gang and Criminal
Information Fusion Center. The 2012
conference is being presented thanks to
the collaborated efforts of local, state, and
federal agencies working in Arizona. The
2012 conference will build on the
previous year’s successes offering
classroom environments conducive to
valued training. The Annual IOMGIA
Conference is designed to provide new
and updated training, investigative trends
and information sharing for those
working in the field of outlaw motorcycle
gang criminal investigations. This
conference will prove to be beneficial for
investigators, analysts, line-level
supervisors, managers, and prosecutors
with any level of experience in outlaw
motorcycle gang investigations,
intelligence and prosecution.
Conference Information
+ The 2012 IOMGIA Conference will provide flexible
training opportunities to accommodate individual
needs, with sessions and breakouts sessions for topical
training. There will be an introductory class offered on
Sunday evening and regional intelligence updates
provided in breakout sessions. Professional instructors
will provide the most up-to-date information available
in a wide spectrum of outlaw motorcycle gang topics.

age of 21 years and of good character and community
standing, who are currently employed in one of the
following capacities:
+ Sworn Law Enforcement Officer
+ Investigative Analyst or Investigative Support
Person employed by a Law Enforcement Agency
+ Parole, Probation or Corrections Officer
+ Prosecuting Attorney

membership to persons deemed to be
involved in conduct off-duty that is
unbecoming or contrary to the stated goals
of the association. This includes
membership in motorcycle clubs that mimic
the structure and/or nature of outlaw
motorcycle gangs to include:
+ Wearing three-piece patches
+ Requiring a probationary period for
membership.
+ Mandatory rides
+ All attendees must show official
identification at registration to verify
employment by a law enforcement
agency.
+ Conference identification is to be worn
at all events.
+ Wearing of motorcycle gang support
gear is prohibited.
